CBAM Compliance and Verification Process

CBAM process: (1) import of goods from non-EU installations by the authorised CBAM declarant, (2) lodging of customs declaration with customs authorities, (3) provision of import information to the European Commission CBAM registry, (4) annual CBAM emission verification report submission, (5) CBAM declaration, certificate and verification report submission to the registry, information exchange between the registry and the National Competent Authority (NCA), and (6) imposition of penalties if applicableCBAM verification cycle: starting at the precontract stage, verification proceeds through strategic analysis, risk analysis, verification plan, process analysis (actual verification), addressing misstatements and non-compliance, internal verification documentation, drafting the verification report, independent review and issuing the verification report. The operator then discloses to authorised CBAM declarants or operators producing complex goods, and outstanding issues identified during the verification are carried over to the next period. Verification uses a risk-based approach determining the extent and detail of verification activities.
